Pre-paid water meters are a highly controversial method of collecting payment for water utilities, since they dispense water based on how much the customer is able to pay for in the instant of their need, not based on the need itself. Water meters are just one of the methods by which the World Bank encourages 3rd world to privatize its public utilities.
